poorly beaucarnea?

my beaucarnea has got a lot of cotton woolly type stuff all over its leaves, too much for me to wipe down each leaf. can anyone tell me what this stuff is, and what else i might be able to do to cure it

Is it and older tree and starting to flower? It has cream coloured flowers.

How often do you water it?
Could also be a fungus such as Rhizoctonia.

it was a xmas present, xmas 2006 but i have no idea how old it is. from top of soil to top of trunk is 15". it spent 12 months quite uncared for, not watered very much (its a long story), and it developed this stuff at some point during that time. its now back in my care so i can do what i need to.

oh, and i cant see any sign of flowers whatsoever!
The white cotton wool stuff is probably mealy bug...do a search for it and give the plant a spray.
