After the 1987 abolition of dog licensing Labour (in Opposition) published a commitment to introduce a nationwide compulsory registration scheme to fund dog wardens This obviously never came to pass during their 13 years of governance, however many local authorities do offer a voluntary registration service.

Nice in theory molly but as wolfgang says the police can't enforce the laws we've already got, for instance how many times in a day do you see drivers using their mobiles and getting away with it. The normal pet loving owners would comply and the riff-raff would just ignore it and yes lardy you'd probably need one for your avatar
