People's names in green

Why are some people's names in green after a question and reply? Is it because they are new and haven't posted before?

but is does not always mean or imply they are a new user to the site, just that the name is newly registered. For a number of reasons, users may change their user id. I have had to several times because my original ID was cloned last October and then susequent IDS have been imposterered.
