What does 300 fashion spin cycles mean in the fpllowing? The other part of the Doraemon legend that has made him an evergreen sources of nostalgia in Japan for three decades now(or, in a country of fads, 300 fashion spin cycles) is the story behind the story.

This is a bit confusing. Does it mean fashion as in clothes? Like fashion needs 300 years to complete a full circle?
I think it's trying to make a witty point about faddism in the west vs tradition in Japan - 'Doraemon' (whoever he is) is a sort of folk hero in Japan, and has been for 30 years. The writer then makes the point that this period of time is equivalent to the time for something to come back into fashion 300 times in the West. A fair point (although I fail to see a relevance), but clumsily made!
