Voldemort is the Half-Blooded Prince because he is a half blood; his mother a witch and father a muggle. In addition to what I just mentioned, maybe Voldemort is in some royal blood or a key to something, seeing that he is evil and no one would suspect that.
But I'm just using common sense and instinct.
Even though he hasn't played a big part in the books it is my own opinion that Seamus Finnigan may be the half blood prince as J.K Rowling makes it clear wrote that his mam was a witch but that his dad was a muggle, she got this to stay in our minds by adding, "bit of a nasty shock for him!" this amused us and me remembed it for this reason.

Half-blood shouldn't mean half muggle and half mage IMHO ... as people refer to muggleborn people simply as muggle (even to hermione) but halfblood should a breed like Centaurus, Vampires, Werewolfs, half human things .... maybe we will see soething that could be called a Prince for some kind of tribe of half-humans creatures. Maybe we will meet Dracula (the so called Prince of Darkness) ... LOL dont think so. Im a good partisan of the new character theory.
as for the Felix Felicius ROb_Bob mention for me it sounds more like a magic formula after it's not the first chapter named after one (remember the end of Goblet???). Maybe it's something to make cat happy???

so he must be someone new.and i strongly belive that its griffindore.as jkr has reveled a paragraph and it maches max. with griffindore and also in 6th part a graveyard plays an impotant role,it could be griffindore.

JK Rowling's already gone through the list of people who are not the HBP. Harry, Voldemort, Ron, Hermione, Draco, Mark Evans, and Hagrid... That leaves the new characters, and Neville and Grawp. She also said that it's her fault for making small things into big things, but Mark Evans is not at all important to how the story will end.
