Who's responsible for the blue plaques on buildings that have connections with famous people?

The first building was Byron's birthplace (since demolished). 1901 they had 36 plaques. The scheme was taken over that year by LCC. In 1965 it became GLC. The responsibility then went to English Heritage. Some have been put up privately or by organisations having sponsored 'unofficial' blue plaques.
