Great thriller from the 1980s

I read a fictional thriller when i was a teenager back in the mid 1980s that I can't remember the name of. It involved two brothers, one I think was an architect and the other a soldier or in the CIA or something. I remember that explosives were planted in a brand new high rise tower as it was being built by one of the brothers, the architect and the story revolves around the architect trying to free his brother who was kidnapped by threatening to blow up the building. I know it's a long shot but I thought i'd throw it out there as I remember it being a great story that i would love to find again. I think the title was a short one like "the Tower" or something.
