Ok so my ex was texting me the other day and started talking about why we didn't work out. He said I always seemed distracted. I asked how? And he replied saying it didn't matter now as I was, regretfully not the same person. What does this mean? Does it mean he's thinking about me again? Does he miss me?

Just delete his number and find someone who loves you for who and how you are
Why is he regretting that you're not the same person? He obviously didn't like that other person. This is a new you isn't it?
No idea, perhaps he's trying to sort it out in his own mind. Why did he text you in the first place? It's quite nice if you can stay friends, but not always possible.

Yes it's a new me but only because my flat mate that I used to stay with was out of her mind and she used to complain about evetything basically ruining all my relationships and I moved away for her. We now don't talk and I'm a very happier person.

I'm unsure why you get, "Does it mean he's thinking about me again? Does he miss me?" from a simple mention that regretfully you are not the same person as you once were. At most he may be saying that had things stayed the same you two may not have split, but he is obviously also saying that they didn't stay the same and he has moved on.

Clearly, if texting, you two are still friendly, leave it as that.
Texting and emails are the most often misunderstood forms of communication, don't read too much into them
