If I've understood you right then I get this when I put lip gloss or lipstick on and it usually means I've put too much on. Have you tried blotting?

i dont think so im not sure what blotting is. i just remembered that it goes white even when i dont wear anything. my mum says the same thing happens to her. if a put just a little vaseline on it dries out in a few minutes and im scared to re-apply in case it goes white.
Maybe you're "brushing" your lips too much?
Try the Nivea lip glossThe rose tinted one.It keeps your lips soft and doesn't go all gooey.
you may be dehydrated - make sure you drink enough water during the day.
Often is the lighter colours that shows up more, try a darker one. I think you have very dry lips naturally. I have dry lips all year round, I uses lip product all the time otherwise it just feel crackly. Try using a lip mask now and again to plump up the lips. Just have to remove the lip product when it goes funny and re-apply. Drink lots of water and eat lots of fruit and vegetables.
