Not just doctors all professionals are at it. There are lawyers and solicitors conferences , business management conferences, media , PR. you name it there will be a conference at a desirable location , with plenty of free time so they attendees can have a free holiday and get paid to go.

The only time I took a companion to an NHS approved event (UK Dementia Conference actually) it actually saved the NHS money - they paid half of a double room (instead of a single) and half my usual mileage rate for travel. Warwickshire County Council were equally careful when I travelled to represent them at similar events.

About twenty years ago a neighbour who was a medical rep had his garage full of quite expensive freebies - he reckoned the greediest of all were the hospital consultants and reckoned the main reason they had a Secretary was to back load all the appointments when they regularly swanned off on jollies.
I was not suggesting the health authority would pay for the family, but as one person gets a paid for place it can be cheaper way to get a family holiday in a nice location and good hotel.Why else would conference organisers offer places for family members and children at a discount to the full price ?
