I live on the very edge of a tier 4 area, I’m about 200 yards from the tier 3 area where my golf club is located. Can I still play there for exercise?

No your must not leave tier 4 for a lower tier unless it is for work.
Technically no but ....
Apply common sense
Royal Birdale Tier 3 have emailed a mate of mine Tier4 and informed him that he will not be allowed to play, golf or exercise.
Gov guidance:

Travelling to a Tier 4 area from a Tier 1, 2 or 3 area

You should not travel into a Tier 4 area from another part of the UK, other than for reasons such as:

travel to work where you cannot work from home
travel to education and for caring responsibilities
to visit (including staying overnight with) those in your support bubble – or your childcare bubble for childcare
to attend hospital, GP and other medical appointments or visits where you have had an accident or are concerned about your health
to provide emergency assistance, and to avoid injury or illness, or to escape a risk of harm (such as domestic abuse)
Only if you walk with a lisp, and talk with a limp.

If you’re 200 yards from your place of exercise then I’d have thought you needn’t worry.
You need to balance actual risk against the livelihood of some busybody dropping you in it.
Actual risk involves who you’ll be meeting and what you’ll be doing and only you can answer that
I think you already know the answer koiman and we’ve just confirmed it. ie. No you shouldn’t. But what are you going to do?
The other area will probably be in tier 4 soon so may not be an issue soon. Just do what you feel comfortable with and keep safe
do you play with your GP, by any chance?
We were in that same situation until last week. The river at the end of our garden was the boundary between us in Tier 3 & the other bank in Tier 4. We didn’t risk it.
