My mum has had a similar problem for sometime now, and in fact she now has her knee drained of fluid, and steriods injected directly into as its that bad. (Sounds grim, and it is, but she suffers the pain as she doesnt want it to get worse!) It is most definitely worth your mum going to get it seen too, as there are many things which could have caused it. But just like your back, if your knee goes, your in trouble as it will only get worse.
I have something similar, when I sit, the knee locks, and its swollen, sometimes when walking, the knee clicks, as if tw bones are rubbing together, its been diagnosed as cartilage, (you do tend to get a bit of fluid with this),and i'm now waiting for an op, it sounds as if it could be one of three things, cartilage, arthritis, or, as you think, possibly water on the knee, altough I had that about thirty years ago, and I don't remember it as being painful, best thing is to get your mother to the docs, and he/she should refer her to the hospitals consultant, and possible x-ray. I wish her well.

Almost certainly fluid on the knee - I had it recently, too. If your mum doesnt want to go to the doctor, try using a good quality knee support stocking, ( not Tubigrip), available from the chemist. It should prevent those little twists which kepp causing fluid to form. I had to wear mine for about two weeks and I'm fine, now.

Wish her luck.

This sounds what we used to call 'housemaid's knee' now politically incorrect I fear. The tubigrip recommended above really does help, and I have only had it when I have kneeled for long periods cleaning something and so now I make sure I never do and it has not recurred. http://orthopedics.about.com/cs/patelladisorders/a/kneebursitis.htm

However having said that, I believe high blood pressure can lead to fluid in the tissues, and best to get checked out anyway.
