is it possible to drown whilst drinking water or do we have a throat valve type thing that makes this impossible?

The epiglotis is the flap of skin at the back of your throat that should prevent you from taking water into your lungs when you drink. It's not infalable though.

i would think that the cough reflex would prevent one from drowning from a single inhalation of water while drinking. i think to drown would require an excess of water that would prevent oxygen from getting to the lungs while coughing.
