There is a condition called Restless Leg Syndrome which i think that i suffer from (mildly). Its basically as you described - you feel that you have to move your legs & feet constantly and bed time is especially bad. I get it worse after a night of drinking & smoking... you can learn a bit more about it here...

I have a comment about Restless Leg Syndrome, and I don't mean to insult anyone. But seriously, doesn't that sound like a bunch of bull? People are so quick now-a-days to thing they have something that they cant controle and taking medicine for it. We have more advertisements for medicine now on tv then we ever did in the past. I think this is going to be detrimental to society, people are going to luck for medication to cure Everything, we're all going to become hypocondriacs. So be careful telling your girlfriend she needs to take medicine to cure her so called "syndrome".
Hopefully it is just a habit if your g/friends case but Restless Leg Syndrome is a real condition - if you look at the link if explains that people suffer from sensations, pain etc in the legs and there are no cures for this - movment and massage can releive the symptoms and there is no medication available which will help or releive the sensations so its not really something made up for people to go round pill popping! I am sure it is just a habit and as others have suggested she will learn to stop if you make her aware of it. My suggestion was there in case she was in any discomfort.
