Is this a date?

I have been away for the past year...before I went away I met a guy. We got on great, instant chemistry.
We swapped numbers and he text me when I was away.
I'm now back in the country and he suggested meeting up. Anyway, so we've arranged to go out on Thursday. He still hasn't told me where we are meeting.
Shall I just wait for Thursday and presume we are going out?
Last year I started reading "the rules" which I know are not always right...
what do people think?
Also what do people think of the rules?

But I'd point out that he only just caught you before you'd finalised arrangements with your mates for a night out as you thought he'd changed his mind. That way he'll know you've got a life other than him, so you'll look independent - not desperate!! (I'm sure you're not, but you were worried about it looking like you were!) Enjoy your night out together, then you can let us know how it went! Good Luck!
