Now I'm not meaning to sound cruel or anything like that it was just one of those things that got me thinking, while watching Blue Peter while off ill in bed yesterday they had a bit on facts about feet and shoes, the presenter said the length of you foot is exactly the same as the length between your elbow and wrist (which most of us no by now) but it got me wondering if dwarfs/midgets feet are the same as they have short arms. Does anyone know for sure?

If you mean someone with Achondroplasia, then generally they tend to have smaller feet which would be in direct proportion to their body size, although many are non-proportional.
Those that have features such as shortened rhizomelic limbs usually have short fingers and toes. I do know though of a little man near where I live who has unfeasibly large hands.

This foot=elbow to wrist thing is a bit vague though isn't it, my foot is shorter than that, but there again, where does the elbow start? and where does the wrist start? a variable of up to about 3 inches I reckon.
