Try dabbing some olive oil or petroleum jelly or aquaphor over the region, avoid hot baths if they aggrave it, try and avoid using anything chemical around the region, wash any clothes which go there in natural products and try to stick to natural rather than synthetic fibres.
Keep the area well aired so the skin can breathe and doesn't get moist and sweaty. What kind of underwear do you use? Pure cotton loose boxers are probably the best.
You could try a sauna, preferably one where you don't have to wear anything around the affected region. Afterwards, so long as the area is not red and inflamed and such very GENTLY rub off the dead skin. NEVER scratch though and try and cover the area at night if you might scratch it in your sleep.
Try cleaning it with E45 wash rather than normal soap/shower gel etc...
Have you been allergy tested to see if anything aggravates it or kept a food diary to see if you can spot any link?
Calamine lotion might help the itching if it is severe.
