Goosebumps are a relic from the days when our bodies were covered with fur - they are unused hair folicles. When you feel a sudden rush of cold air, or a frisson of fear, the folicles contract as a rfeaction to raise the hair to warm the body, or protect it in case of danger. The overall body hair is no longer there, but the reaction lives on as goosebumps.
