I think shuugs is mistaking the feeling commonly known as "fancying the pants off" with "being hopelessly in love".

You clearly don't know him much, he has never asked you out, but you fancy him and would like to know if he does too.

Ask him out for a drink. If he says yes, you'll have a better idea. If he says no, well...you'll have a better idea too.
