If you are referring to "m uffing" as cunnilingus, then no it is not illegal to perform such an act on a mule.

Sect 69 (what a number) states it is only an offence if either penetration is given OR received whether vaginal or anally by an animal.

If however the animal suffers cruelty at the result of being meddled with in anyway, then an offence under various animal acts may be pertinent.

Also please note that for an intercoursal offence to be committed the animal has to be alive. So if the animal is killed humanely under Governmental guidlines, then one may have sex with the corpse.
