I don't have a tattoo, but it would surely shrink if your arm got smaller?
I always think that when you get old (depending on where the tat is) it will be lost in the wrinkly bits.
I have two tattoos from when I was an apprentice in the army. I was 16 when I had these done (yes I know I was underage). I have had various amounts of muscle then fluctuating weight. I am now 50 and a lot heavier than I was at 16 - and the tattoos - look the same size - some colours (red especially) have faded a bit - but tattoos look pretty much the same.
One of the most dramatic modifications of the body is significant weight loss or gain, including muscle gain from strength training. It depends on where the tattoo is, it's size, how much you lose compared to your body mass.
