Assuming the ex-employee has given the mortgage company permission to have sight of these records, I can see no reason for refusing.

Normally i would be happy to do so, unfortunately the ex employee in question since leaving our employment to work for a competitor has been contacting our cleints in the hope of obtaining their business at our cost, this is not in accordance with the contract they signed. We initially sent a legal letter in the hope they would cease doing this but we are still aware that it continues although we have decided not to proceed with any legal action. You can probably appreciate that we are reluctant to spend time in helping this person.

I wouldn't go out of my way to help someone like that. They should have payslips anyway to verify what they earned with you. Their current employer is more relevant as to salary - it doesn't matter what they earned in the past, its what they are earning now that matters.

Maybe just reply saying we fell that we are unable to provide a reference regarding any salary details as this individual no longer is paid by us.
