Can the chairman of a club stand the committee down if it is not doing it's job?

Depends on what the constitution says.

What he could do is find other people who want to do the jobs and see if he can (within the constitution) call a extraordinary meeting with all the members and force a vote of no confidence and then a vote of new committee members.

Thank you cassa333, I happen to think you are right on this.
So far it is the best answer I have been given.
Often the biggest difficulty in these sort of situations is finding anyone who will take over the jobs!
