Who do you think is blocking it? One way to test is to access the site/whatever from a different IP, and see if you get either a different site, or denied access.

How do I get access to a different IP address?
Usually this would only be applicable if you have a Static address (as some businesses have.)

Residential connections are mostly on a Dynamic address. i.e. it is assigned when you connect. Every time you get a different address.

a unique string of numbers separated by full stops that identifies each computer using the Internet Protocol to communicate over a network.
So, it's a business? You could simply go here ............

For domestic users, you would simply note the address given, switch off, then re-boot. Check the site again, and it'll show a different address if it's Dynamic.

For a business, perhaps with its own servers, I guess the simplest way would be to ask your IT guy. I'm no expert, but I would imagine that re-booting your PC may well take you back to the same Static address if that's what you have.

I am supposed to check if my company websites are deindexed/penalized/sandbox-ed by Google. When I try to check through http://www.searchenginegenie.com/ , it says something like 'Your ip address is blocked. Please try again after some time.'
"At any one time there may be millions of home PCs with the same home network IP address. They mostly use the public addresses 192.168.*.* . "
