can someone open a basic bank account without proof of address when they living with parents and have bills in their name

You will need some proof of address be it a provisional driving licence (available from aged 16) or passport. Money laundering regulations have made it an inconvenience for most law abiding people.
Would the bills not have proof of address on them anyway?
My son opened an account at the Bank I bank with, ( I had to give details of my account) I think that gets round the problem.
