Plumber Not Finishing The Job

Mother - in Law has a new bathroom fitted , the job started in November , still not finished ... she has been left without any heating in the bathroom all that time . All that needs doing is the radiator putting on and a few remedials.
Now the plumber has not been paid in full yet . The guy not answer phonecalls and does not seem interested.
Where do we stand on this, can we report him to trading standards ??
Surely he is duty bound to complete the job in a reasonable amount of time even though no timescale was set ?

If all that is left to do is the radiator and a few remedials and has not been paid in full ; why not get someone else to finish the job and withold the remainder of his payment ?

That's what i have been saying for ages but she wants him to come and finish it ,i will be phoning him myself today but could this be a case for trading standards ?
