Does anyone know if banks allow you to open a new account if you have an overdraft at your old bank?

You can apply, but they will look into your situation with your present bank.

The first thing they will want to know is whether it is an authorised overdraft limit on the account. Then put your application through their scoring system to see if you qualify. Finally they may want to see at least 1 months, maybe up to 3 months, statements from your previous Bank, they will be looking to check you stay within the limit, and whether there are any charges on there indicating a problem with the running of the account.
