The bigger scandal is that those same spivs have sailed quietly off into the sunset with the piles of dosh they earned from those activities, leaving the current customers and shareholders of the institutions concerned to foot the massive bill.
It still goes on. Customers are still being offered various financial products of dubious worth when they buy goods or services. The most prevalent example I can think of is so-called "extended warranties". I bought a kettle for £16.99 a few months ago and was offered an "extended warranty" for £12.95 (76% of the cost of a new kettle) to go with it.
