Council Tax Review On A Property

Hi all, I am looking at a property to buy that is currently a very high tax band (G).
The neighboring (similar) properties are much lower.
I understand Council Tax is based on property values in 1991 and have no doubt that this property I am looking at was of a similar value as the neighboring properties at this time.
HOWEVER, this property I am looking at purchased additional land (an acre) in the early 2000's.
Would this be why the banding is so much higher, now? How do I find out if and when the Council Tax banding has been reviewed, since 1991?
