They are generally acceptable north of the border.
South of the border it's up to the shopkeeper - he can accept them or not as he wishes. If he does he can bank them as normal - though there's a possibility that his bank will charge him more to deposit them than normal cash.

Scroll down this page from the Bank of England website which tells you that no, Scottish and Northern Irish notes are not legal tender in England (as dzug says though, to complicate matters they are technically not even legal in Scotland - though generally accepted there!).
