I think HSBC will, though you will not get a cheque guarantee function with them and with bad credit probably not an overdraft

The Co-operative Bank will give you a VISA Electron Card if you have a Cashminder Account, but no cheque book, and you can make transfers on line or by phone. Electron is widely accepted, but you can not use it for internet purchases.

PayPal, CPC and Amazon all take VISA Electron. I don't know if these are three excepetions, but rarely buy from anywhere else online, and it seems an unlikely coincidence.
