PayPal account validation e-mail

I received an e-mail from PayPal this morning asking me to validate my account and password.
I've had my account for several years and don't recall ever receiving such an e-mail before.
I'm pretty sure I know what the answer will be, but is this a scam that I should ignore?

I disagree with the suggestion that you click on the link and then enter false details- by clicking on the link you are letting the phishers know they have a valid address and this may also be activating some sort of virus /keylogger.
Instead I believe that if you hover over the link without clicking on it the site address will appear while you hover- I think this is safe.
But in any event, if the email is simply addressed "Dear Customer" then it is certainly not from Paypal
