ok this guy i had a baby with he wants to put his name on the babys record do we have to be dating or married for him to do it with out my permission

I believe the position is that, unless you are married to the father, you have to go to register the baby together for the father's name to be added to the birth certificate. Otherwise it will just be your name as the mother when you register. The father certainly has to give his permission for his name to appear on a birth certificate. If in doubt, why not ring the local Registrar's Office for details.
