My 4 yr old is the youngest of my 3. He has his tea at 5, bath at 6 and a story at 6.30. After brushing his teeth, he's in bed for 6.45. Mind you he's up at 5.30 in the morning. And yes, I've tried keeping him up till 7.30/8pm, and he still gets up at 5.30. He goes straight to sleep when he goes to bed, so he's obviously tired then.
When my two were that age - they had dinner at 5 ish - play for a little while - indoors if bad weather jigsaws or lego (something quiet-maybe even a dvd) or out for a cycle or walk if nice, bath at 6.30, milk and supper after bath - then teeth brushed, story time at 7.15ish into bed and asleep at 7.30.
My two children both had similar routines to the posts before mine. Looks like we are all in agreement. Dinner at 5ish, bath at 6ish, quiet time, jigsaw or solitaire then up to clean teeth and bedtime story, lights off at 7. both of my children were in bed for 7 till they were about 7 years old then we extended it by 30 minutes, and this went on until by the age of 14 they went to bed at 09.00. And until the day they left school it was in bed by 10 on a school night.
( I have been so lucky with my children and I count my blessings every day)

My daughter is 4 and she has a nice bath or shower, warm milk and a bic and a cuddle with a story - she loves the alan ahlberg happy families book. sometimes we read in bed sometimes not. then we use a low watt bulb in her lamp and some very quiet nursery rhymes / story cd to settle her and she is usual fast by 7 - 7.30. I start routine at 6 - 6.30 but start to prepare her ie "are you looking forward to your bath" or "what book should we read tonight".
my 4 year old has his dinner around 5 o'clock then he will have a bath. He has a milkshake and watches 'super why' which i think is an excellant programe for learning to read (its on nick junior i think at 6.30). after that we go up to bed and have a story and then he goes to sleep. if our evening varies i still like him to be in bed by 8.30 otherwise he is an absolute knightmare the next day.
