to who? a child? what age?

if a toddler is doing it then its generally just for the attention it brings (even if being told off). Just state that its not what children should do and make no fuss. They will soon get bored.

I agree with redcrx. If you're referring to a child, and they're old enough to understand you, don't make a fuss - just tell them that now they're turning into a "big girl" or boy, we don't do that. If you make light of it, but explain in a sensible way, a child soon learns not to do it.

I agree with the other answers - don't make a fuss if your toddler starts showing him/herself. When my son was that age, he would often fiddle around and pull down the front of his trousers to "investigate". Try to explain that there's lots of interesting bits in our bodies but some parts are private and we only show them to people we love - mums & dads and not supermarket checkout girls (as happened with my son). We found with our son & daughter a matter of fact approach to our bodies and honest answers to questions helped. My daughter once insisted on "finding the hole the baby comes out of" in the middle of a church service. It wasn't the right place for an in depth discussion so when she wouldn't relent we went outside and talked about it but I did tell her that there were right times and wrong times to talk about private things.
