Yes, as long as there's no specific bail requirement to surrender their passport (or not to leave the country). Obviously, as well, they must ensure that they'll be back in the UK in time to surrender to bail (as required by their notice of bail).

PS: I've assumed that there would be no other bail conditions that would be breached by going abroad (e.g. a requirement to periodically attend a police station).
