Should they not be open?
If they don't open when cooked, throw them out: they're bad.

No wonder they are steamed, you would be upset too if somebody threw you into a cooking pot

(sorry - couldn't help it)
use your fingers
Yes I thought the rule was if open when not cooked discard and if shut when cooked discard.
^assuming the shells are open
Prise apart opened shell & bite off mussel, or use a fork to poke out.
Any that haven't opened should not be eaten. Fork out the mussel from one medium shell then use that empty shell to extract the others - I'm good at it now!
Gsavmacp is right^^^
An empty shell can be used to pluck edible bit out of others
I haven't had mussels for years. I think I used to cook in cider and cream with onions. Then eat with a nice loaf of bread and butter.
Gosh now hungry!
Use an empty shell to pluck the flesh from the next one.
The golden rule is, any that are open before cooking, should be discarded and any that remain closed after cooking should also be avoided.

I like to use an empty pair of shells for picking out the mussels.
I love mussels.

Like Eccles I use the empty shell, or a fork, or my fingers :-)
Sorry for any repeats but I had a phone call half way through posting.
