As long as it's been in a decently cool fridge, then "YES" - use by dates are 'conservative' to say the least. The only food I observe them scrupulously on is shellfish.
Just cook it for longer just in case there is any potentially dangerous bacteria floating about as mince can harbour more bacteria due to more surface area for bacteria to multiply in compared to a slab of meat.
I'm one that's always dismissive of use-by dates, so I would use it with no hesitation if it looks and smells OK.
If I might sidetrack this thread sightly, now that Patsy has got our opinions. I notice that some foods have a use-by date that includes the time of day. That feels a bit overkill to me but it made me wonder if they take into account that the clocks change by an hour soon.
