Does freezing water have the same bacteria killing properties as boiling it??

no, which is why travellers to hot climates are often warned not to drink tap water or have ice cubes in their drinks.
I believe that when bacteria get cold, they just go to 'Sleep' then when they warm back up again they 'wake' and start to multiply again.
