It is always a 2 to 1 ratio. You measure out the amount of rice you want to use - it doesn't matter what you use - can be a measuring cup or a coffee cup or a bowl - then just take that same container and fill it up twice with water or chicken broth or whatever liquid you want to use.

Bring the pot with the rice and liquid to a boil. Turn off the heat. Immediately put a tight fitting lid on it. Walk away from it.
Don't touch it after that for at least 15 or 20 minutes - don't check on it - don't peek in at it - leave it alone.
Fluff with a fork.
It is perfect EVERY time.
