From French, 'boudoir' originally meant 'a place to sulk in' but it later took on the meaning of a small, elegant room in which society ladies could be alone or entertain their most intimate guests.

Presumably, the suggestion behind 'boudoir biscuits' is that they are suc a luxury as should be shared only with one's very nearest loved ones and associates. Intimacy is the major idea being sold here, I imagine.
