If you're talking about the Flaming Recon armour, then you can't buy it. It's only given out by Bungie when they feel like it.

The rest of the armour is unlocked by completing taks in the game.

The only things you pay to download are the map packs and they're from Marketplace Live, 800MP each although the Heroic pack is now free - the next one is out on Wednesday
