I dont see that one can argue that it cant have been a target because they did have a bomb to drop on it
History is of course being re written - and a decent wodge ( on the firebombing of Dresden ) has been re written to day before your very eyes
This is because history is a social construct and so is re written for every new generation. You might enjoy Michel Bloch's book, - what do historians do all day ?

here is a link to a Japanese programm ( translated ) which examines how much the Japanese knew about being bombed back into the stone age.
Quite a lot and all done with call-signs ( sig-int I think )

there was no counter intelligence by the Japanese on whether their own codes had been broken [yes, extensively] because they assumed it would be too difficult ]
