If we discovered another planet that was primitive and we had acces to it how would we bring it into the our future ? slowly or at a faster rate than our evolution providing they wanted to advance.

As soon as reports of deposits of minerals and so on emerged, I'm sure the World's 'elite' would quickly forget about welfare. I reckon there would be a 'modern' conquest along the lines of the conquest of our 'new world' in the 17th/18th/19thC.
