Why at the turn of the century were white Southernerns able to get away with discriminating aganist blacks despite all the laws and amendments that were passed during the Reconstruction?

From what Ive read and seen they bent the rules. I.E. if you went for a job you were asked easy questions if you were white, and impossibly hard ones if black. So they were back to square one.
It is said to be still happening. At the time of the US presidential elections, it was reported that black voters were turned away or made to queue for long times in order to discouage them from voting.
