If you look at countries that did for the most part avoid colonialism, China and Japan spring to mind. There were laws early on restricting what Europeans could do, who they could trade with etc.
Compare that with countries like India where the East India company had a pretty free hand.
A bit of a case of give them an inch and they'll take a mile.
