Bathroom tap Seized up

The cold tap in our bathroom has suddenly stopped flowing. It still turns, but no water is coming out. I think it must be a build up of limescale as they're really old. I'm sure it's not a blockage because the bat tap which is further away from the basin is still working as normal, and every so often when you turn this cold tap on you get a flow for a few seconds and then it stops again. Any help would be appreciated before we have to phone a plumber out and the cost for a new basin etc.

Old tap head valves have a habit of breaking on the washer support spindle .. and the washer jams on it's seat. If it is the type with gland seal nut, you will probably need to remove the head, then try and hold the body with some large grips (padded) and undo the valve body to remove/inspect. They should be 3/4". Just a new washer 'might' be a temp. fix.
Water off for this .. as it's bath cold fill, it should be a tank supply, so you may well have a gate-valve you can turn off to isolate.
