Outside Water Tap

I have a tap outside and the water can be turned off under the sink in the kitchen. Problem is that the little switch thing ---plastic --- which turns the water off/ on has broken and now wonder if it can be replaced and what I would ask for and is it available.
Maybe a screwdriver would turn it but have not investigate it . Any suggestions on help gratefully received
If I get the water back on maybe I will just leave it on.

If so, then it's cheap enough just to buy one for the handle. It's simply held on by a screw
