Tiling on top of tiles

Can anyone advise. My mum would like to know if it is possible to tile over the top of tiles that have been painted?

It would be a better job to remove the old tiles then re-tile.

Thank you woodchopper. We had a feeling that might be the case!!

Especially over painted tiles. The adhesive would more than likely have a reaction on the paint with disastrous results.
