HELP... my husband has done the electrics on our extention, we though we could have it checked afterwards and a certificate issued, but I have been told that this is not so... does anyone know if this is the case and if so is there anything we can do other than getting the whole lote redone?

Not true that only a registered person can do this. You can, as an alternative, make a Building Control application, pay the appropriate fee and BC will have someone around to inspect it. However they may be an issue because an inspection was probably required after first fix, if you have now covered over the cabling.
Talk to BC and explain the situation.

Many thanks for this, I will talk to our building regs guy and pray he doesn't make us do the lot again.
